Competition Policy, Collusion, and Tacit Collusion

چکیده

In this paper, I pursue three goals. The first is to model collusion in a way that is distinct from noncooperative collusion. The second and third are to develop a particular specification of a standard model of noncooperative collusion that permits explicit solution for equilibrium outputs and reversion thresholds and to extend this analysis to allow for a deterrence-based competition policy that investigates conduct based on observed high prices (investigation thresholds). © 2006 Published by Elsevier B.V. Collusion Theory in Search of Robust Themes: A Comment on Switgard Feuerstein’s Survey

In this comment the survey by Feuerstein is taken as a point of departure to discuss some of the key challenges facing collusion theory in its application to competition and trade policy. The main issue is one of robustness. It is discussed that the popular use of equilibria with Nash reversion leads to highly non-robust results and contrasts this with a recent approach aimed at detecting robus...

Collusive Behavior without Conspiracy: Conditions for Facilitation and Prevention in Laboratory Experimental Auction Markets

The paper studies bidder behavior in simultaneous, continuous, ascending price auctions. The purpose is to create (possibly extreme) conditions under which tacit collusion develops quickly, naturally and reliably; study models of its development, and then study institutional and environmental remedies that would cause it to evolve into competitive behavior. Special environments were implemented...

Tacit Collusion in Auctions and Conditions for Its Facilitation and Prevention: Equilibrium Selection in Laboratory Experimental Markets

The paper studies bidder behavior in simultaneous, continuous, ascending price auctions. We design and implement a ‘‘collusion incubator’’ environment based on a type of public, symmetrically ‘‘folded’’ and ‘‘item-aligned’’ preferences. Tacit collusion develops quickly and reliably within the environment. Once tacit collusion developed, it proved remarkably robust to institutional changes that ...

Tacit collusion , firm asymmetries and numbers : evidence from EC merger cases ∗

This paper estimates the implicit model, especially the roles of size asymmetries and firm numbers, used by the European Commission to identify mergers with coordinated effects. This subset of cases offers an opportunity to shed empirical light on the conditions where a Competition Authority believes tacit collusion is most likely to arise. We find that, for the Commission, tacit collusion is a...
